The Rawbio program must be run before Tmpbio.

If using the seasonal switch option, Rawbio must be run twice (once using the summer emissions factors file and once using the winter emissions factors file). Also, the seasonal switch file must be created using Metscan before running Tmpbio.

Tmpbio must be run before biogenic emissions can be used in Smkmerge.
